Also, can H1 transfers take place while the person is out of US (temporarily, during that duration)?
------ It should be filed while you are in US, and if you leave when Transfer is pending or extension is pending then it is not abandoned only Change of status like H4 to H1 or F1 to H1 will be abandoned. But if H1 transfer is approved while you are out better get the H1 transfer approval mailed to you and at POE show your passport visa and new H1 approval notice and you will get new I-94 till H1 transfer notice and if you are back to US when your H1 transfer is approved and has new I-94 attached then no problem your new attached I-94 will be recent I-94 because it will be last action from USCIS
