I was with company A. Company B has filed my regular H1B transfer. So, I moved to company B from last 2 months. Now, I got full time job with Company C. To transfer H1B I need the I-797 or USCIS reciept. I came to know that recently company B got the notice that petition cannot be accepted due to proper fee was not attached. And attach proper fee with this notice and send it to INS address. This is a sort of rejection notice. Is this cause any problem with my H1B transfer to Company C which I'm going to start by next week?

------------ may be they will approve if the employer send what is asked

This is not a major issue. If USCIS did not receive the payment, they return the application. Also in cases when they think that the payment came from employee they may ask that it should be paid by employer. Eithercase, this should not be treated as a rejection and should not be the grounds to start looking for a new job, IMHO.
