H1B Six year question

Hi,

I wanted just reconfirm whether my assumption was correct -
My brother-in-law has got H1 stamped in Oct 07.
He is yet to arrive in US. His H1 (first) is valid until Oct 2010.
1. Is it correct that his 6 years count will start only after he arrives
in US on H1 status?
2. Would there be any issues if he arrives late like a year from his original
date of stamping?
