H1b Renewal Question

Dear All,

My H1B expires in July2004. I had few questions:

1) Typically how soon should I be applying for the extension? Also, does to new 65,000 cap for Year 2004 (Oct03-sep04) applies to H1B renewal's? I heard this is not applicable for renewal's - can someone clarify?

2) I am planning for a trip to India in Jan. I was planning on applying in FEB. (6 months prior expiration), will this be OK? cosidering the current CAP?

3) If the H1B application is received by the INS prior to the H1B expiration(first 3 years), does the INS receipt status keeps you in status? Can you work when you receive the INS receipt for H1B renewal app. even tough your first term (3 Yr) H1B expired?
