H1B minimum wages

Hi,
Is there any minimum wages rule for H1B visa holders ?
I have heard that there is an statewise minimum wage table based on qualification and experience on some USA gov. sites.
Can someone elaborate on this ?

H1b 221g for the third time

I was asked to drop my documents before jan30 and i did the letter my client gave me didn't have marketing analysis and so i was given another 221g blue color form asking for the marketing analysis , now my employer is not sure if he can get the marketing anyalysis.What am i suppose to do , they haven't returned my I797 and I129.And they are asking the clients Lease agreement.Can anyone suggest me a solutions.Did anyone post the doucments through dropbox recently.
 
Each and every job (statewise) has minimum wage.

The purpose of LCA is the pre qualification for H1. (LCA tells you your minimu m wage for the state you are going to work in H1)
