H1B extension question

My H1B (3years) is expiring in Nov 2003. When I get my H1B extension, do I have to get it stamped in Toronto? What is the procedure? What is the St Louis revalidation mean?
 
Depends on if you already have a H1 on the passport? If you have then you can send it to St. Louis.

Does Toronto take non Canadian applications anymore ?

If you do not intend to leave the country you do not have to get it revalidated.
