1-Can an H1b pursue a degree at a school or University? YES
2-Can H1b register at any time as a full time student in parallel with his work?
But, You must work full time with your H1 sponser (employer).
3-Can an H1b receive assistantship if his school would offer in-school work as teaching or research assistant? NO. If you get another concurrent H1 from university, you can get your money for work legally.

I am in a similar position...maintaining my primary status of working for 40 hrs on H1...and pursuing a MS degree. The program has offered me a scholarship. But this the catch -
"Students of the program receive these academic scholarships in lieu of salary and are engaged formally as volunteers in the organization, allowing students exposure to entrepreneurial philosophy".
To add a further twist to it, I am an employee of the same university and through this program I get paid a sholarship amount by the university in lieu of volunteer work, which I can manage while maintaining my primary requirements of 40 hrs work.
I talked to the International office at University and they said I can do it as I am getting paid by my employeer (h1b sponsorer, the university) and the amount is less than 20% of my annual salary. They also said I don't need any concurrent h1b.
Can any of you give me a suggestion or point me to any source regarding this situation?
