Hi

I have a H1B Visa stamped for next 3 yrs same as the petition validity in I-797 approval. I have changed the employer a month ago and applied for H1 transfer and have the LIN # with me and waiting for approval.

Meanwhile, I am planning to bring my family here from India. Can they apply for H4 visa at chennai with my old h1 approval and the passport with h1 visa reflecting old employer
OR
do I need to wait till I get the approval of H1 transfer to new employer?

No they can apply for H4, only problem is sometimes the consulate want a letter from the h1 employer, you should have applied for their H4 before switching jobs. No harm in trying now.
