H1 visa transfer process

Hello,

I have a case where my friend has already received H1 visa, but haven't started his job at the company. I wanted to know what the process is if he wants to transfer the H1 visa to a different company, without working for the petitioning company.

Does my friend have to work for the petitioning company before transfering to a different company?

Simply ask the next company to file H1 transfer. H1 is not something to "transfer" from one to another.. All transfer is new petition and all he needs to prove is he is in status.
To be strict, one has to work for employer who filed petition, but people sometimes 2, 3, 4 valid H1 in case that they transfer many times, old employer did not cancel H1. CIS or DOL does not seem to care much.

is there a site i can take a look at for finding out what docuemnts are needed for petitioning of H1b transfer?
