H1 Visa Transfer Approval Time (State of VA)

A friend of mine who is a Registered Occupational Therapist is currently working on his H1 in Maryland. He is looking for opportunities in Virginia.

Q1. Could any one advice on the amount of time its taking for the H1 Transfer approvals these days?
Q2. Once he gets a job in VA. Can he immediately start working after filing for the H1 transfer or does he have to wait for the Transfer approval?

--- depends on service center how much time they take to approve H1 transfer at this time VSC seems fast
Q2. Once he gets a job in VA. Can he immediately start working after filing for the H1 transfer or does he have to wait for the Transfer approval?
---- first VA company has to file his H1 transfer and once he gets H1 transfer filing reciept from USCIS that was filed by VA company he can join VA company
