H1 Transfer

Hi,
I am currently on H1B. I want to transfer my H1 to Company-A. Company-A wants to do premium processing for the transfers. I will not be joining Company-A until the whole transfer is completed. If I get a new offer from another Company-B, Can I stop the transfer to Company-A and start a new transfer to Company-B.

Can I do it,
1. While the transfer processing is going on ?
2. After the transfer is done and before joining the Company-A

What happens if at one point two companies are trying to transfer the same H1B? I appreciate your help. Thank you very much.

Nothing happen either both will be get approved or both get rejected based on the application qualifications
