H1 transfer still waiting for notice

I applied for an H1 transfer in Dec'06 and have still not received the approval notice from USCIS.
I have applied I-824 but these dates are way backed up and I need to go to my home country.
Can someone advise if there is anyother way to get the notice ASAP? Can I do premium processing for my H1 transfer?

filed in Dec and still not approved? did you check with employer or lawyer who filed H1 transfer? are you sure it was filed in December 2006? do you have Transfer filing reciept?

Yes,
my lawyer had filed for a H1 transfer in Dec'06 and I have the copy of my receipt. The lawyer and my employer says they have not received the approval notice. They only got the courtosy copy.
Do we have to pay for the premium processing for not our mistake?
