H1 Transfer - H1 Extension applied but Receipt not yet received

My H1b with my current employer is going to expire in another couple of days, my current employer has applied for H1b extension around 10 days ago but we still did not receive my H1b extension receipt.
Now I got offer from another employer who wants to do H1b transfer, but it may take more than one week for applying the new H1b transfer.

Please advise on the following question.

Can the new employer apply for H1b transfer based on existing H1b I-797(which may get expired when they apply) and without the H1b extension receipt?

If your old H1 is expired already or before reaching this transfer it gets expired your extension of stay will be rejected but your h1 transfer may be approved. You may need visa re-stamping before start your work.
