h1 to H4 transfer and back to H1

My wife was working on H1-b and have been laid off this week of MAR '09. Haer employer is going to cancel her H1-B, and her petition was approved from OCT'06 to OCT'09.

My question to you is

1.If she moves to a H4 dependent status for a year, can she move back to H1-b status using the same petition number?.

If her H1 employer is going to revoke her H1 petition by writing to USCIS then her Change of status Petition from H1 to H4 Must Reach USCIS before her employer send letter to USCIS to revoke her H1.
Once her H4 change of status gets approved and find new employer who has job for her then her employer need to file H4 to H1 change of status and once it gets approved then she can work on H1.
