H1 to H4 (when I-539 should be filed?)

My wife is currently on H1B (valid until 2007) but wants to quit her job. We will e-file I-539 to change her status from H1 to H4 (based on my H1B) but we are wondering when we should file.
She can decide when she quit the job but she wants to quit as soon as possible. Can she quit the job and file I-539 later? Or should we wait until we get a receipt number or her COS approved?

Please help. We are holding her resignation letter until this thing is cleared.
Thank you.

It still depends on when the start date on petition is, but this is probably good option.

Say H4 start date is July 30th and H4 approval comes in say September 20th.
1. What status would she be in after 30th July (H1 or H4)?
2. Should she stop working as soon as we hit 30th July as that is the start date we requested for H4?
3. Can she keep working on H1 till H4 approval (September 20th)?

I am not is above situation, but just thought of different options one might have in above situation.

Thanks,
