H1 stamping lost passport

Hi,
I need to get my H1b stamped. I lost my passport earlier when i was on my F1. I got a new passport from the Indian consulate. I have all the earlier paper works I-20, F1 work permit, I-797 approval etc. Do i need to get a renewal of the old I-94 from INS (coz i lost that with my passport) or can i submit the new I-94 that came with the I797.
Also will it be an issue at all to get my H1 from India (delhi) in drop box, or should i get my H1 stamped in Mexico / Canada.
Any info will help me a lot.

new I94 is enough

although you should have gotten a new I94 when you lost it.
Both stamping options are ok, but for a f1 to h1 mexico (or canada) is an easier option always.
 
The I-94 with 797 is in lieu of the one that you lost

If you have all the paperwork in order and were not out of status while on F1 or H1 you can apply in India. Work permit while on F1 could weaken your case and you may have to go in person if this is a new H1 visa stamping.
