H1 Quota Question - For people on H4 trying to get H1

I was told by a friend that regular H1 quota doesn't apply to people who are already in the US on H4. i.e. the 65,000 limit. I was also told that getting H4 converted to H1 can be done anytime.

Is the information correct ?

Sorry not correct unless you were on H1 before.

Whenever you get your first H1 in your life (from student F or H4 or B visa or L visa or directly from your home), it will come under yearly quota. No exemption.
