H1 Quota applies here? Please help!!

I am on my 9th year H1 (H1 approved and stamped on passport till Oct2008)
If I leave the US for a year and come back in August 2008, am i eligible
for 6 years H1? In other words, will the clock start ticking again?
If this is true, will I be subject to any H1 cap/quota or lottery system or will
my H1 transfer be considerered as only a transfer?

Pl let me have your thoughts
 
i'd say talk to lawyer.
My understanding is you are not subject to quota as long as you are satisfying all the requirement for H1 after 6 years when you come back.
It wasn't possible last year, but the memo issued end of the last year made it possible.
