H1 quota any work arounds?

There is no work around. Wait until next yr for H1B Quota to open.

only option is to apply for H1 when quota opens up again next year. as you know quota is already over for current year. you can't do anything about it.

Find a job with an exempt organization. Institutions of Higher Education and affilitated non-profit organizations are exempt from the cap.

If one worked on H1 for sometime and then changed to H4 can he or she change staus back to H1 ? Will the quote for H1 Apply to this case or not? Thanks

No quota is applied for H1 -> H4 -> H1.
