H1 from India. Three times previously rejected for F1

Hi
I am presenting the situation of my cousin.

He has completed B.Tech(Mechanical) in 2002. He have taken GRE, toefl got
I20 and went for stamping. Unfortunately Visa was
rejected 1st time in Aug 2002. Then in next year also
went for F1 again visa was rejected twice. Last it was
rejected in 18th Jun 2003. So total visa rejections is
3. THe reason is i'm not sure. They have a paper
wherein it has 3 points in whcih 1 point is seleted,
that point has covered almost all-insuffienct funds,
less scores etc.

During this period He has taken a 6 months course in
CMC ltd. After that he joined in small cpy in August
2003. he joined in TCS in Jan 2004 and working as
software Engineer. Through cpy he had been to London
for 1 week on Business visa in the month Oct2004.
After that he was deputed to Hungarian branch, so came
to Budapest in the month of November on business visa
for 3 months went to india for WOrk Permits(employment
visa) and came back in the month on March 2005. So
presently he am in Budapest(Hungary). SO from Nov 2004
he is in Budapest.he may stay there couple of months more.

Can you guys suggest if he applies for H1 now then there will be any immigration problems in stamping as it was previously rejected for F1.
Also does his conversion from Mechanical Engg to computers will come to picture while he goes for stamping in chennai.

F-1 and H-1 are totally different. One should not effect the other. For F-1 one has to show financial backing and you will not become a potential immigrant. But for H-1 you should not show these. They will look at the candidates education, experience and the petitioning company.

When I got admission in Washington University, St Louis in MS International Project Management, (Tutition was $42,000/year), I showed entire fees in my bank account and self sponsering, still I got my F1 rejected 2 times.(Reason I have money , good education already, why you want to go to US for furthereducation? (this was the question put by the Sr Counsel during F1 interview, it went more than 35 minutes) Suspicion of potential immigrant)

When I got my first H1 after F1 denial, I was not even interviewed, they asked me to pay fees for me and entire family directly in the cash counter.
