My H1B is expiring End of August 2003 and I have not entered into U.S on this visa yet. What are my options for extention. If so can I get it renewed in overseas without entering into the U. S. Appreciate your response.

-------- H1B can be extended in US by sending I-129 and LCA to BCIS, you have not worked in US on H1 status and you are not qualified for extension. If your employer still need you in US or have job offer in US then request your new/past employer to file for NEW H1B for you with BCIS it may take 5-8 months for approval, get the approval notice and get the Visa stamp in passport then enter US, I don’t think any employer will file for new H1 these days because they have to spend around 2500 to 3000$. Employer can find employee here who are on H1 and have US experience.
If you still have job offer then enter before august 2003, start working, get pay stubs and file for H1 extension with BCIS in US, be ready to reply questions at POE, they may suspect that you don’t have job in US
