H1 B & Out of Status

My firend is working on H1B for the last two years. However due to economic downturn , He is not paid the salary that has been mentioned in the H1B. Now his employer wants to process his GC.He wants to understand two things :

1. Since his pay is << than $$$$$ as per the employment letter/H1B , is he out of status ?

2. What will happen to his GC ?

1. No, but when he goes for extension of visa at a US consulate they might say the employer is not paying enough so extension might be refused.
2. Will not have impact on GC. Although employer's financial stability is an issue, it will figure more in 485 and most probably employer will quote a lower figure in LC
