H1-B exempt to h1-B eempt transfer

Currently I am working for a higher-ed institution A. 'A' has recently renewed my h1-B for second 3-yr term and we got the approval too. Now I have an offer from another higher-ed institution B. 'B' is filing a new H1-B application for me. I have the following questions....

1. When can I start for B? Do I have to wait until I get approval? or until I get a receipt or as soon as they apply to USCIS?

2. What if I start with B and for some reason my application with did not get approved? Can I go back to 'A'?

3. 'A' may need me to work for them for some time until they hire a new employee and may be some more time for knowledge transfer? Can I get paid from A (may be part-time) while I started full-time with B?

4. Can I work in two jobs (one full-time administrative job and one part-time teaching job) that may demand more than 40 work hours per week? If yes can you please answer question #5...if NO ignore it....

5. With 'B' I got a full-time job in an administrative department and the current job specifications do not include teaching. If I want to work as a part-time (in addition to my full-time job) for extra money as an adjunct faculty in a couple of academic departments, what does 'B' have to include in my H1B application job specifications which will allow me to teach without those academic departments having to file an amended H1-B for me just to teach part-time? Please suggest an acceptable phrase to be added to my current job specifications to allow me to teach.

3. 'A' may need me to work for them for some time until they hire a new employee and may be some more time for knowledge transfer? Can I get paid from A (may be part-time) while I started full-time with B? NO. One H1 means, pay check only from current sponser.

If yes can you please answer question #5...if NO ignore it.... Same sponser you can work any number of hours, and get one or more pay check for the work done.

The reason I asked the questions 4 & 5 was, in my current higher-ed institute 'A' when I had a chance to teach in other department (under ths same HR & payroll), they told me that they have to file an amendment to my primary H1 adding "teaching as an added responsibility". But they did not process it as the department backed off because of the processing overhead for the temporary position I was offered. I don't want the same issue repeated again....that's why I want my next employer (higher-ed inst. 'B') add that responsibility upfront in my H1B application.

Tha other quesion I have is, I have one more H1B got approved under non-exempt quota from a consultancy which starts from Jan 3rd week, 2007. I may join 'B' in first 2 weeks of Jan 2007. I am not planning on going to that consultancy job unless I get a very good offer. Would my consultancy H1B hamper or any way affect my H1B application with 'B' or are there any other risks involved in this process.

If you have any agreement signed with consulting firm and not joining they may recover any expenses incured by them to get you an H1
