H1-B 20,000 quota

Just Master's or higher degree from a U.S. university. No foreign schools, sorry.
Quota aplies to stamping?
I heard a strange thing from my friends recently. I have recently transferred my H1, vecause of change of employer on August 9th (I believe final receipt date was Aug 10th). I have received my H1 receipt. Its aproved, but I heard that when I go for H1 stamping, if they have already stamped all the H1s as per quota, I might not get my H1 stamped and this might be recorded as VISA denied. I am confused.. Please clarify.. what exactly does quota mean? Does it apply to H1 approval notice or H1 stamping?
