h1 and opt apply at same time, good idea?

I will apprieciate if you could answer a few of my questions.

1. I plan to apply for H1B and OPT at the same time. And I plan to use premium service for the H1B. In this case, what should I pay attention to in the process?
2. For the H1B premium fee, I plan to pay it myself, not ask the employer to pay. And I plan to just put a money order into the application. Is this ok with immigration. If employer does not want to pay the fee but I need premium, what should I do ?

It is better to get EAD before applying for H1. Premium application needs not just 1000$ it is required to complete I902 complete.

thanks. do u mean that H1 have a higher possibility of being denied if I do not have EAC?
