H1 and I-797 issue

Hi,

A friend of mine went to India to get his H1 stamped. His H1 got approved when he was in US, it was a conversion from B1 to H1. However, the counsellor retained his original I-797 along with all H1 documentation and passport after approving him the visa.

Will he get back his original I-797 along with the documentation and passport after the visa getting stamped via mail? Or had he forgotten to collect from the US counsellor while he was in the counsellate?

He went to the Delhi counsellate last week. He is yet to recieve his Passport via mail.

Can someone please help us?

Usually, I-797 will be returned, but I'm not sure if US consulate in India has different measure .
 
Thanks. I contacted the delhi counsellate and they said they are going to return it along with the passport.
