H-4 visa application question (Jaxen/experts pls help)

If someone is rejected for F-1 visa twice in last one year, does that mean he/she can not apply for H-4 visa for another year and will have to wait till next year ?
 
One can always apply for another visa if circumstances change. You should be fine. My opinion. Your mileage might vary
 
Thanks for your reply Jaxen. Another question if you don't mind...how much thought consulate gives on prior F-1 refusals (which are non-dual intent and non immigrant visas) for the H-4 application which are dependent visas and H-1 is a dual intent visa (nonimmigrant and immigrant intent) again. Will appreciate your comments.
 
H4 will still be subjected to immigration intent test. Consular officer has to get convinced that the marriage was not a sham to gain entry into US to pursue studies.
