H-1B Transfer question

Hi,
I was wondering if someone can help with this scenario:

Say someone (who was on a F1 visa) has an H-1B approval from Company A (consulting company); but before they start working for Company A, they get an offer from Company B, and want to accept the offer from Company B and work for them,

In this scenario, can they just file for an H1B transfer from company A to B, and start working when they get the receipt? Also, given that they have never worked for and gotten paid by Company A, do they need to submit paystubs as part of the H-1B transfer application?

---- Yes you need Pay Stubs from A. the other option is you work as consultant with B for 2-3 months and B pays to A then receive the pay stubs from A then transfer with B. or file for NEW H1 through B, go out wait for H1 approval, get H1 visa stamped on base of company B H1 and then re-enter.
