H-1 for a Dentist in New york

Hi ALL,
I am new member in this forum . I have afriend who is a dentist and he is on H-4 now.My question is can he work on H-1b as a dentist in New york state if someone sponsors him.Is there any certain rules for New york state for Dentists?.Apparently someone told him that he can't work on H-1 in NY state .Please suggest.Thank you
 
To apply for an H1b visa for a dentist, dentist must have a Licensce (unconditional) to Practice in NY State.

This requirements cover all of the other items, which many people not aware of.

I would like to know more about the License (unconditional) requirement for applying H1-B for a dentist. Could you please provide the source or any links that talk about this issue? Is this info applicable to NY state only or all states?

Sorry, I was busy over the past few days. I posted this question for a friend from India who is preparing for exams. Thanks a lot for the info.
