My friend is doctor (MD Micro) from India. He is currently in US on J-1 visa. Does anyone know how/where to do education evaluation (preferably around Baltimore/Washington DC area) for doctors? Anyone knows any agency or person? It will be appreciated.

depends on your purpose.
* if it is for J1 visa for residency, then ECFMG will do it by themselves.
* if it is for a job (on H1) based upon the medical education in home country, then you need a credential evaluation service. e.g. my attorney had used this person for my medical credential evaluation, charge $75.

If you'are applying for h1 based on J1 waiver, do you need your education evaluated? Or your state license plus ECFMG certification enough?

You do need credential evaluation (your MBBS degree). For my first H1 and then my H1 renewal, my attorney had sent the evaluation statement (that my MBBS degree is equivalent to the US MD degree)
