at the moment my brother is filling in an affidavit of support for myself and my family, my question is if a person is succesful in getting a green card does the family have to move immediately or can the family keep revisiting the states to keep the green card active until ready to move.
 
How many years do you need in order to make it a permanent move? Getting your first 2 year RRP should not be an issue. Second one is usually granted too. Beyond that, you are on thin ice.

Don't forget you still have to file taxes on worldwide income as a LPR.

After approval at the consulate, they will be given 6 months to make their first entry to the US. After that, they need to regularly spend enough time inside the US (a short visit once every 6 months is not necessarily enough), or obtain a reentry permit.
