my parent entered US on immigrant visa last month (July 10). So far we have not recieved their green card and only father got social security card.

1) How long does it take to get the cards?

2) Does it come from USCIS or DOS?

3) How can it be tracked?

4) Can they travel back and forth without the actual green card. They have immigrant visa and entry stamp on it?
 
A1: Should be under 30 days
A2: USCIS
A3: No
A4: Yes

It has been so far 40 days since they have entered US. Is it normal to not have received the welcome letter/GC by now.

Is this Airport related as some may be busy with a lot more applicants (they landed through JFK).

I have also heard that USCIS is changing the green card and adding more securities, could that be the reason?

Anyone in a similar situation?
 
They should make an Infopass appointment to inquire about what happened to the cards ... were they sent, when were they sent, did the post office return them.

They have changed the cards, but it still shouldn't take more than 30 days.
