Green card when the dates are not current

Some of the EB3 people are getting the green card approvals in the month of August 2007. But the priority dates are not current. IS this OK?

There was article from Sheela Murthy about this.
 
This is NOT OK according to the USCIS SOP. However, there is a catch in this July/Aug VB due to the issues we all know.

So, there is no known logic to follow. Looks like after the Sept VB, things will return to normal... Like the approval dates and the PD dates will advance like before June/July/Aug VB. ???
 
From what I gathered from other forums, the ones that are receiving notices in August actually were approved in July when their dates were current (under "approval date" it would say July 25, for example, although it was mailed in August)

I suspect that some of these are based on visa numbers that were batch requested by USCIS around July 1st. Additionally, it appears that DOS has a few extra visa numbers available for EB3/ROW.

Just curiously.. what is VB?
