One of my friends became US citizenship in August 2007. When can he sponsor green card to his parents? And how much time will it take to get green card after he start processing.

How about affidavit of support? I was looking at I-130 form and found that relative name and employer details. To sponser GC for parents, they dhould have job here?
if it's not required, why USCIS is not asking for affidavit of support?

No, they need not be employed here.

The affadavit of support isn't required for the I-130; just the I-485.

He does not work but his wife works. Can he sponser his parents?
They have 3 kids and $4000 mortgage to pay every month. The income to the family is only through her wife.
