Green Card through Parents and/or Brother

Hi,
I am a bit confused about the F2A category. It says spouses and children of permanent residents. The Visa Bulletin of 2013 says that the priority date for this category is 22 November 2010 for India. Does this category include adult and/or married children of permanent residents too? I am over 21 and married. Can my parents sponsor me for a green card if they are permanent residents? Or do they have to have their citizenship prior to filing for my green card?
My brother is a citizen, what is the waiting time if he applies for my green card? Which of the two would be a better option for me my parents or my brother applying for me?
One last question, if my green card is applied when I am outside the U.S., can I enter the U.S. later on any other visa like the F1 or B?

FB2 is for the spouses and unmarried children of permanent residents. You will need to wait until your parents become citizens. What you could do, to speed up the process, is have your brother file an I-130 for you in FB4, then have your parents file an FB3 I-130 for you when they become citizens. You can take advantage of the earlier priority date if both are approved.

With a filed I-130 on your behalf and parents and siblings who are citizens/permanent residents, your chances of entry in F or B status are quite low.

F2A is only unmarried children under 21 years old (subject to the CSPA age adjustment). F2B is for unmarried sons and daughters, 21 and older. Permanent residents cannot sponsor any of their married children.
