Green card lost abroad

My wife and son went on a visit to India and she seems to have lost her bag containing the wallet which has the green card, driver's license, SSN, credit cards etc.
She's supposed to start back in a day so the immediate concern is how can she get a replacement card ASAP?
I've been googling around and it looks like she will need to go to the US consulate and try to get them to issue a temporary travel permit or get a replacement card.
Is this correct? Does anyone know what's the best route to get a travel permit/replacement card fast?

She would need to apply for a Transportation Letter at the US consulate, which is a document for one-time use to travel back to the US.
