Green card interview outcomes. Need help!

Hello guys,
here is the situation and facts:

The person won Lottery of 2011 and had his interview on May 18th 2012. On his application to lottery, he filled the form as "married", in fact he was married, but never had license certificate. At the time of filling the lottery 2011, he was in the US, so he did not have any option to register his marriage going back to his country (where his wife resides), nor before coming to US or while being in the US.
Interview:
Officer asked: where is your marriage license?
Answer: I never had the license.
Officer: Why did you write "married" in the form of filling the Lottery?
Answer: I was married, but we never registered the marriage and never received any license, because my wife is 7 years older than me and he had her kids, so we could not get married being afraid of society stereoptypes, so meanwhile, it would not be encouraged in our country.
Officer: are you divorced now?
Answer: We dont live together anymore.
Officer: I am having this case for the first time. I am going to contact a friend of mine, he used to be an immigration attorney. We gonna let you know the decision by next week.


Now, what is your opinion, guys? What is going to happen? If she denies, is it possible to appeal the decision? Please do not judge the guy, just assist with your opinion. Thank you!

Please provide your answer on the basis of the information provided. I have no other additional details.
 
Was he trying to bring her here also ? Or just himeself ? If he was applying for her also there may be issues with "lying" on the form.
 
Did you prove your marriage by photos with you two or any evidences helping?
Did your wife also apply the green card along with your DV selection?
 
If you stated you were married but you don't have a license, than you have a real issue. The officer is not going to tell you that you or the person you are writing for, is denied...they rather sent it by mail than having someone freak out.

Married means...you have a marriage license, not just a ceremony that is not official or not legal...filling out the entry incorrect makes the entry invalid.

Sorry no appeal possible if you get denied for wrongly submitting the entry...read the rules for DV lottery.
