Grandmother and Granddaughter travel together

My mother will enter the U.S. with my niece (5 years old)

Does my mom need to have authorization from both the parents? or one parents or she doesn't need to do that?

And entering to Canada is it the same? I heard it requires both parents but want to make sure

Your mother needs to carry written authorization from both the parents of the minor. The birth certifcate should also be carried so that names of the parents can be matched with the written authorization. As a Canadian I can tell you, CIC is very strict about this.
