giving up greencard

If someone wants to give up their green card is that possible. and if yes, is it true like where I read somewhere that you get money back?

You don't get anything for giving up greencard. You should know that giving up greencard is permemant decision, which mean you can not change it later. There is a procedure to give up, but simple leaving the country and returning back is enough...

If you wish to surrender your green card, please come to our office at 7:30 a.m. with your green card, passport, and a completed form I-407 (Abandonment of Lawful Permanent Resident Status). You may obtain this form here. A consular officer will interview you and accept your application. If you would like to apply for a visitor visa on the day you surrender the green card, you should contact our scheduling service, VFS to make an appointment for a visitor visa interview. If you would like to only surrender the green card and not apply for a visitor visa, you should join the line for pending immigrant visa cases upon arriving at 7:30 a.m. Please note that our office will not provide any acknowledgement receipt if applicants opt to submit the I-407 and green card by mail

Once the I-407 is filed and the acknowledgement is given. What happens to the file of the abandoning resident? I assume the I-407 details are also microfisched and the A number is reflected as abandoned?

When the non-immigrant returns to the US with his spouse on a non-immigrant visa and re-starts his GC with the spouse, is he given a new 'A' number and a new file is opened? Will the previous abandonment be questioned or pulled in to the new GC application? If they further go to citizenship, will the old abandonment be questioned?

as far as I know, his previously approved I-130 would still be valid as long as the relationship exists. However, I'd look for some official information.
