getting US tourist visa in the Philippines

I have a friend who wants to visit the US on a tourist visa. She has visited twice before with a tourist visa. She does not have any assets or much of anything else to show that she has strong enough times to the Philippines to prove that she will return. She was able to get the visa on those two occasions because she was enrolled in a college. But for this visit she will already have completed her studies. Does the fact that she has visited twice help her chances of getting a visa this time? What if she were to enroll in a couple of classes that she would begin after her visit to the US? These classes would not be going towards a degree, but would be additional training in another area. Most likely they would be English language classes. Would that help or hurt her chances of getting a visa? Finally, she has a three year old son who will be accompanying her on this trip, but he has not been with her on previous trips. How difficult would it be for both of them to come?
