Getting another US Visa on different nationality passport

I have B2 Visa in my Israeli passport, the visa expires in 2014, the passport itself is already expired back in 2007, I currently have no option to renew the Israel passport however I have a valid Russian passport. Is it possible to get another B2 Visa in my Russian passport, or cancel the one in my Israeli passport and get new one in my Russian passport? I will be applying from Canada, I'm a Canadian landed immigrant.
 
I'm sorry you do need a visa, it used to be when it was reciprocal for both countries permanent residents to go without a Visa, evidently it has been changed due to the abuse by the Canadian residents of that privilege and now it's just extended to US Permanent Residents to visit Canada without a visa.

You're compeletly wrong. Canadian resident (landed immigrant/PR card holder) do need nonimmigrant visa to enter US.
 
Actually you are wrong. Pre-2002 (or early 2003), commonwealth citizens with Canadian PR status did not need a visa to visit the US.
Now there is no such provision. The need for a visa is only determind by the visitor's citizenship.
