Getting a GC after living in the country for 10 years???

Just heard today it is possible. At least this law was issued by Clinton that if a person have been in the US for 10 year without leaving the country for more than 6 month, he/she can apply for GC. I have couple friends who are applying for GC according to this law, but their case was kinda special since they applied to the residency while owning a business and pretty much being self-employed. They just learned that were rejected of GC but have been offered to apply for GC on the basis that they have been here for 10 years. Is this law still working? I could not find any info on this on the internet
 
i do not understand what removal proceedings you are talking about. I am a legal student in the US right now.

Simply Google it and you can learn what removal proceedings are. I think you do know how to use the internet and Google search.
 
This rule is useful for those are adept at manipulating the system and ofcourse willing to take big chances.

I completely surprises me how well spoken some of the Asylum Seekers are. There is no doubt in my mind that they are master manipulators.
