My sister in law got green card in DV, can she sponsor her sister for green card?

No she can’t. Only a USC is eligible to sponsor a sibling.

But at least they allow it, which afaik no other country does.

The US has by far the most liberal and open immigration system in the world.

Immediate relatives can immigrate to the US in a short duration (relatively speaking). Siblings are not immediate relatives and do not unite a family unit. Therefore it takes that long. Be thankful!
