One of my uncle was US citizen. He applied GCs for wife and children at least couple of times. I was told, Ist time their final paper have arrived (I don't what which papers, like 130 or consular processing ones) but he never follow through.

They all were living back home. This time again applied for all of them. Again some papers have arrived (again I need to find out which papers) but he passed away here in USA.

Now what would be status of his wife and children's GC application? Would they be able to get GC. From where I can get more information on this issue?

GC for unmarried children

Thanks for your reply.

Lets if final counselor processing papers have arrived but immigration visa has not been granted yet. Even in case visa application is void?

what about a self-petitioning widow of a US citizen when they'd been married for more than two years?

intent

This is kind of confusing to me. I am trying to help my relatives. Is it not all go by intent. If the intent of the deceased was to get immigration for his kids and applied for them as well but died before they got GC.

Has this issue come up before as well? I am just wondering if something could be done?

LucyMo is right. Your uncles widow can file i-360 if her husband(your uncle) died not more than 2 years ago.
from dhs website:

an I-360 self-petition for an immigrant visa filed as a widow/er (and the widow/er's children) of a deceased U.S. citizen.

An unremarried widow/er of a U.S. citizen, who was married to the citizen for at least two years, may file a self-petition to become an LPR. The petition has to be filed within two years of the death of the citizen. The widow/er's unmarried children under 21 years old may file as well; or

what about the kids of the decease uncle? Who were born outside of USA and now which forms do they need to fill out and where to send in order to get into USA.

Do they have to file form 130 or 360?
Do they need to send forms to US consulate or BCIS in USA?
What they will get GC or US citizenship upon arrival here in USA? Does it matter what would be their age at the time of arrival in USA? I heard that before age of 14 you get only GC after that you can get US citizenship?

The children also need to file a 1-360 as long as they are under 21 and their USC parent has not been dead more than 2 years.
