If you are from Philippines then your mom has about 2 more years of waiting for her sister's petition. If not, then her priority date has been current for a long time now.

Your parents don't need to wait for visa number. It is immediately available to them. So, for them it's just the processing time which takes about a year.Also what's the time frame today for petition for parents and sister?
