If she will adjust status, then it must be your local USCIS District Office. She can not adjust status abroad.

But I am a GC holder and she is on F-1 visa now. She is not adjusting now. It's only I-130 at this point.
Please advise.

Well, then is not a big deal. When she DOES adjust status, then she will do so at your local District Office. So put that.

Praetorian is correct. Unless you plan on her doing consular processing, put a local office down for AOS.
