Switzerland will open its borders in November of this year and fully implement the Schengen treaty. As for the RP being accepted, it's confusing. The website says that it is not recognised and that a visa is required. I guess this means that an NP must be used (because I guess they assume an RP will be used only by LPRs along with their NPs, and not by asylees)?
But, this will probably just apply until the Schengen system is adopted, after which, if they do decide to recognise the RP, a visa can be obtained. If they still do not recognise it, one can get a Schengen visa from another country to by-pass the restriction...
