First tn via efile

Just wondering if my wife on td could apply for her own first tn in healthcare via efile option?
 
The requirements for e-file I-129 are the same as for mail-in I-129.

Of course, it wioll take 3 months or so. Would it not be simpler to go to border?
 
She has a combination degrees, a 3 years BS in science with focus in MicroBiology from abroad and 2 year associate bachelors from an Online US university in Heathcare admin. She believes that the border officer might give her hard time as the only TN category closest to her field is "management consultant" in healthcare and she has no experience to justify that. She also just got an admission offer in Masters of Healthcare management program from University of Phoenix and not sure if she should pursue the degree or apply for a TN as she really want to start working right away.
 
If she "she really want to start working right away", then she has no choice but to go to the border. The worst that can happen is her TN will be rejected. Then she can do mail-in. Note that if she is rejected because she can't find a good category, her next degree won't help her get a TN either, just keep that in mind.

She can do her courses while on TN.
