First times + rules

Hello, reading this forums I read many posts saying that more first timers get selected... I know they do not discriminate about how many times you enter the lottery but something came to my mind...
Do everyone knows the rules?
For the picture, I just learn today that using twice the same picture = disqualification... So returning participants may not all know that (since i didn't know that) thus can be disqualify... because there is no way the systeme be biased toward first timer but according to this forum, first timer are the most selected each year...

so how many of you knew about the picture?
 
ME I wonder how many peoples knows about this because not everyone read the whole rules... Me i just learned that today... how many peoples didn't know that particular rule & sent the picture from last year?
 
I believe that most people who submitted the same pic would have done so inadvertently through an agency. From what I understand you submit your info and a pic to the agency and they apply for you each year with that info. I may be wrong though.

Anyway people are supposed to read the rules before they apply and the rules clearly state that the pic should be no older than 6 months old. I'm sure a lot of people didn't know this just as people don't know that you need to add your spouse and kids and make sure you birthday and names are correct.

I don't believe first timers get an advantage but then again there's so much we do not know and so we approach the realm of speculation.
 
well, since it is my first time & got "selected", I know my entry is valid

@jayo2k: i think they check the date of your picture. if it's from the last year of course they will see an old date which doesn't respect their picture rules. The picture is sumbitted electronically, and the picture will be viewed in their computers for further processing, in my opinion they check the eligibility of the picture from its Date when last time taken. It's included in your picture proprietary. In addition, i don't think they save your application for last year or the year before the last year, and the proove is this time when they discovered the unfair selections, they just erased the case numbers of all the participants.

What do you think?

I might have submitted last year's pic cos of a mix up well I'm pretty sure I did but I got the email from them with my confirmation number stating as a qualified entry... but as for the pic I'm disqualified then?
 
Well, I used the same picture from last year because I didn't change that much...but I scanned again into a JPEG file, so the date in the file is new. I haven't been selected as winner on 1st May but I did get the email from no-reply@state.gov saying that my entry is a qualified one and I am still in the process........

So it seems they don't have any software that checkes the picture itself (face recognition) but a simple program that reads the JPEG file print date...

I haven't changed it at all. It was taken by a photographer for the DV and it was sent to my email. I totally look the same....well the email said qualified so I presume I still am. (they might as well just send the email on each entry) I wasnt intended to steep the DV rules and it's not like I didnt know but it just happened.
 
well, apparently they check selectees if the picture is recent or not & it is very easy to see that, EACH files has a print & a "date of birth"... If you look on the proprieties of the pictures, you will see his creation date... No matter when you send it, his creation date never change so if you are selected & they check on your picture date, they won't care if you changed or not, they will just reject your selection
from what I understood anyway, need confirmation
 
I think they must disqualify wrong entries before the selection process takes place because theres is a good chance they select 100thnd out of 15million with wrong entry.

And what if you scanned an old picture? The date is put into the JPGE file generated by the scanner....

You can take a 2 years old paper picture and scann it today...the JPEG file created has todays date....and this is legal as far as their instructions that let you to scan pictures...
 
they won't check the photo creation date of all the 19 millions entries, will just take too long.. I think in the 19 millions, they check for duplicate, pictures matches... then when they select 100 000 then they check picture creation date (they said in an interview that they check selectees).
so If I'm wrong & you win, good to hear, If you lose (may not mean that I'm right or not), just do not tempt the devil & take a new picture for next year.
on the picture submition page, it says no picture older than 6 months old
