Done second FP at Newark on Friday (5/21). There were 30 people ahead of me but it took them 45 minutes to get to me. I think it went pretty smooth. I was in and out in an hours time.
USCIS has changed it's policy on the timing of issuance of FP notices, as their system does not retain finger prints for more than 15 months and most finger prints expire before adjudication due to processing delays. To work around this problem, USCIS -- in the short term -- has decided to issue FP notices late in the process. As long term solution, they will upgrade their systems so finger prints do not expire.
Here's a link on how this short term policy was implemented first at CSC (I have a vague recollection about this policy being adopted by other service centers as well):
If you are asking about delayed FP notice, then I got this info on the site contained in the URL above: http://www.murthy.com
If you're asking about USCIS updating their system, then I guess it was also either on murthy.com or the "Breaking News" section of http://www.immigration-law.com.
I did see some thread mentioning about people up to June 26 2003 got their FP. But again it may be a good thing not getting an FP. May be VSC would want to wait for some time to send FP so that, they can immediately adjugate right away ? hmm..again it could be just one of my exciting dreams.
